The following acknowledgment appears in opening credits: ”This film is dedicated to the memory of Bruce Ingram.” End credits state: “This film was shot entirely on location in Tucson, Arizona.” The following acknowledgments appear in end credits: “The Producers wish to thank the Dodge Division, Chrysler Motors and PPG Industries for providing their PPG Pace Car – The Turbo Interceptor – for the film.”
       Production charts in the 28 Jan 1986 HR, and the 29 Jan 1986 Var announced that principal photography began 23 Jan 1986 in Tucson, AZ, and surrounding areas. A 12 Apr 1986 Screen International news item stated that principal photography had been completed.
       Production notes in AMPAS library files state that some locations used for filming included a former barber shop that was once “the top of an air traffic control tower,” which stood in for "Big Kay’s Burgers." Filmmakers also converted a neighborhood park and World War II airplane graveyard into a graveyard, and some outdoor sequences were shot at Saguaro National Monument and Sabino Canyon.
       The “Turbo Interceptor” was “a prototype pace car” built by Pittsburgh Paint and Glass and the Dodge Division of the Chrysler Corporation. Transportation coordinator Gary Hellerstein noted that seven versions of the automobile were needed. The original was used for close-ups only and came with its own driver, bodyguard, and mechanic for the duration of the shoot. Two duplicate cars were outfitted with dune buggy chassis for stunt driving sequences, and four hollowed-out car bodies were pressed into service for crash scenes.

       According to articles in the 1 Mar 1986 LAHExam, and the 3 Mar 1986 DV, eight men filming a stunt for the movie were thrown from a camera truck during a chase scene on a narrow mountain road near Tucson. The truck lost traction on a tight curve, traveling at approximately 40 mph. Both assistant director Leon Dudevoir and camera operator Bruce Ingram were airlifted to Tucson Medical Center for emergency surgery. Ingram was operated on for severe head injuries after he fell 100 feet down a ravine, but died on 2 Mar 1986. Dudevoir received treatment for a ruptured aorta. At the same hospital, camera assistant Michael Lund, second unit director of photography Chuck Collwell, and production assistant John Grace were listed in stable condition after being treated for minor injuries. Insert car driver Lee Nashold was also treated and released. Film director Mike Marvin was treated for minor injuries after being taken to El Dorado Hospital in Tucson. Another camera assistant, twenty-eight-year-old Eric Goldstein, was taken to University Medical Center in Tucson after “a special sheriff’s search team” spent two hours rescuing him from a 100-foot fall down Mount Lemmon. He was listed in stable condition. After the accident, Turbo Productions Film Company issued a statement temporarily suspending second unit photography “until further notice.”

SYNOPSIS

A couple in a sports car is run off the road by a thug named Packard Walsh, and his associates, Skank and Gutterboy. They abduct the female passenger, and force her companion to race. If he loses, they will take possession of his sports car. During the race, Packard Walsh drives the boyfriend into the guardrails, and the couple must walk home. The next day, Jake Geeson rides into town on his motorcycle and asks Keri Johnson for directions. She hops on his motorcycle and offers to show him the way. However, she quickly dismounts when Packard’s white car pulls up next to them. Jake drives off. Packard orders Keri into his car, and warns her not to get too friendly with strangers. They drive to a lakeside hangout. As Jake suns himself on the rocks, another youth, Billy Hankins, sees scars on his back. Billy tells Jake that he cooks burgers at Big Kay’s fast food joint, and notices that Jake is new to town. Billy also deduces Jake’s interest in Keri, and warns him that her boyfriend, Packard, is pathologically jealous of anyone who even looks at her. Billy’s brother, Jamie, used to date Keri but was mysteriously murdered at the Willow River. Packard sees Jake and Billy across the lake, and recalls interrupting two lovers and murdering the boyfriend with his friends. Floating on the river on separate rafts, Keri invites Jake to visit her at home, and mentions she works at Big Kay’s. Packard becomes incensed when he sees them together. Packard decides to chase after the mystery car, but he warns Billy that their race is only postponed until a later time. Packard orders gang member Oggie Fisher to race the mystery car. The race starts without the Turbo driver revealing himself. The two cars weave in and out along a curvy road. As the road straightens out, the mystery car pulls ahead and passes two police patrol cars. Soon, the Turbo driver parks his car in the middle of the road, and Oggie Fisher crashes into the side of the mystery car. His exploding vehicle veers off the road, and plummets down a ravine. Meanwhile, the Turbo and its driver reappear on the road, unscathed, and drive off. An ambulance driver calls Officer Loomis to look at Oggie’s body. Except for his gouged-out eyes, the flesh on Oggie’s face is intact when he should have been incinerated. Loomis admits that the circumstances are strange, but orders the driver to take Oggie’s body to the morgue. Although Packard and his gang can describe the Turbo, they do not know the driver’s identity. Loomis warns them not to leave town, saying he will return with warrants for further questioning. Off in the distance, the mystery rider stands on a rocky cliff in motorcycle leathers. His eyes are hidden behind a pair of sunglasses. Another thug named Rughead assures Packard that he will be ready to unveil their newest racecar shortly. Later, Keri is upset over Oggie’s death. Packard is more interested in declaring his love for her, but Keri insists that she has never loved Packard and will never make love to him. He calmly replies that she will change her mind. Later, as Packard’s gang make last minute adjustments to their custom high-tech car, the Turbo driver appears, destroys several cars in their warehouse and sends gang members running. At one point, the mystery driver comes face to face with Packard but disappears. The next day, Packard meets with his gang at Big Kay’s to find out if anyone has found the Turbo driver. Loomis sees Packard’s gang congregating and calls for backup. When Packard returns to his car, he finds the mystery driver’s note telling Packard to meet him at Lookout Mountain Road. As gang member Minty and the Turbo driver get in their starting positions to race, patrol cars appear. After much weaving and jockeying, the Turbo pulls ahead and repeats his earlier strategy. Minty’s car crashes into the side of the parked Turbo, rolls over twice, hits the side of a rock wall and explodes. The Turbo emerges intact, surrounded by a glowing force field and drives away. A police roadblock awaits the Turbo but the driver blasts through it, destroying a patrol car. All units pursue the Turbo until its force field renders it invisible. After Keri’s shift ends, Jake gives her a ride. While cruising, Skank and Gutterboy recognize Keri on Jake’s motorcycle, and chase them through town. As he drives, Skank orders Gutterboy to load bullets into a rifle. Gutterboy is so nervous that he accidentally shoots and damages the car’s steering column. The vehicle flips over several times. Jake and Keri escape, and kiss in front of her house. She warns him that Packard might seek revenge, but Jake is convinced that no one has ever stood up to the thug. Jake invites Keri to spend time with him in a cabin on the Willow River, while Packard watches them from across the street. Packard follows but Jake’s motorcycle soon disappears. Packard sees Skank and Gutterboy walking home, and asks if they have seen Jake on his motorcycle. Just then, the Turbo rams him hard from behind. Packard and his car go flying down the road into a cemetery. When Skank and Gutterboy catch up, Packard orders them to shoot the Turbo driver, but as he walks toward the phantom driver, he sees an engraved headstone with his name on it, and decides it is time to leave. The next day, Keri and Jake spend time on the Willow River. As they make love, Keri remembers being with Jamie Hankins the night he was murdered. Loomis gathers the Packard gang at the station, and threatens to send them to the gas chamber if the Turbo driver is murdered. Later, Rughead packs up his blueprints and tells Skank and Gutterboy that he is leaving the gang. He believes if they had any sense they would leave before things spiral out of control. As Rughead drives away, the Turbo speeds by him and crashes into the gang’s warehouse. Rughead watches the building go up in flames. The Turbo emerges from the wreckage and drives off. Squad cars appear and Rughead tells Loomis that the Turbo caused the explosion, which killed Skank and Gutterboy. After looking into eyes of the Turbo driver in the warehouse a few nights earlier, Rughead believes him to be Jamie Hankins, come back to life to exact his revenge. Later, as Jake drops Keri at work, he presses her to confront Packard and break from his control. When she wonders who he really is, Jake replies that Packard knows why he came to town, and leaves. Billy Hankins tries to rescue Keri when Packard abducts her during her work shift, but Packard beats him up as bystanders watch helplessly. While driving, Keri learns that Packard killed Jamie Hankins in a jealous rage. Packard stops driving, and threatens Keri with a knife. Suddenly, the Turbo appears and Packard agrees to race. He tells Keri he will deal with her later. The two drivers are neck and neck until the Turbo pulls ahead, and disappears down the road. Packard is stuck behind a double-decker automobile carrier as the police pursue the two racers. When Packard pulls from behind the automobile carrier, patrol cars follow, and trying to avoid Packard, an oncoming driver slams into the carrier. Packard crashes into the oncoming Turbo. When Loomis reaches the crash site, Packard’s unburned body is draped over the wreckage. Another officer asks Loomis if he wants to set up a roadblock to catch the Turbo driver, but Loomis tells him to forget it. He claims you cannot catch something that cannot be caught, and Packard and all his gang are dead. Later, as Keri walks home from work, the Turbo drives up next to her. The driver emerges, wearing a glowing space suit, and transforms into Jake. They embrace, and Keri realizes that Jake is really Jamie who has returned to her. He says he has one more thing to do and drives to Big Kay’s. He tells Billy that his work is done, gives him the keys to the Turbo, and asks that he take good care of the car. As Jake rides away, Billy calls out Jamie’s name. Officer Loomis watches as Keri mounts Jake’s motorcycle and they ride away. +
