SYNOPSIS

Deputy Halik, a motorcycle police officer, is promoted by Chief Fromm. He and his partner, Deputy Virginia Morris, with whom he also has a sexual relationship, set out on the streets of Birch County. They pull over a man named Dana Cannon, who infuriates them with his antics. Later, they encounter Cannon again outside a donut shop, and he continues to instigate them. The deputies take their frustration out on the repeat offender by destroying Cannon’s car. However, it turns out that the automobile Cannon leans on actually belongs to Chief Fromm. In court, Judge Nedra Henderson sentences Cannon to traffic school for five days, to avoid losing his driver’s license. His vehicle is impounded, to be kept by the city if Cannon fails the course. Deputies Halik and Morris are demoted, and designated as traffic school instructors. Cannon continues his humorous antics in class, and shares a taxicab home with fellow attendee, Amy Hopkins, who kisses him goodnight. Elsewhere, Judge Henderson asks Halik to fail the traffic school students so their impounded vehicles can be sold for a profit. Judge Henderson and Halik begin a sexual affair. The next day, Cannon visits Amy Hopkins at the National Aeronautics and Space Administration (NASA), and they have sex in an anti-gravity chamber. Sometime later, Cannon and other students break into the impound lot to take back their automobiles, and are seen by Halik and Judge Henderson. The students plot revenge, and Deputy Morris works with them, revealing Halik’s scheme to sell their impounded vehicles. Morris catches Halik and the judge in bed, and the women fight. The students steal Judge Henderson’s incriminating ledger, and race to report the wrongdoing to Chief Fromm. Fromm arrests Halik and Henderson. Sometime later, Chief Fromm awards the students certificates for passing traffic school, and returns their vehicles. As they drive away from the impound lot, each student is pulled over for a new violation. After attending traffic school five additional times, Cannon becomes the instructor.
