Principal photography began on 18 Nov 1991, and according to the 5 Feb 1992 DV, which announced that production had recently completed, filming had been unpublicized. According to production notes in AMPAS library files, filming began at Kaiser Steel Mill in San Bernadino County, CA, before moving to downtown Los Angeles, CA. Production continued in Hawaii at the Hawaiian Botanical Gardens, Rainbow Falls, and Hawaii Volcanoes National Park. Filming concluded in the deserts of Yuma and Tucson, AZ. The 6 Feb 1992 HR reported the nine-week shooting schedule was followed by ten-weeks of special effects performed by Fantasy II.
       The film premiered at the 1992 Cannes Film Festival, and opened to generally good reviews. The 29 Jan 1993 LAT praised it as “that rarest of rarities: a hard-action thriller that actually has some ideas, even provocative ones, to balance out the ultra-violence expected of exploitation pictures.”

SYNOPSIS

In 2027, undercover Los Angeles Police Department (LAPD) officer Alex Rain is assigned to track and kill cyborg terrorists who smuggle illegal computer chips. After killing a cyborg disguised as a beautiful woman, Alex is chased by the Red Army Hammerhead rebel group, which wants the chip she was carrying. A gunfight ensues, and Alex, part cyborg himself, is badly injured. A rebel named Rosaria accuses him of being a cyborg turncoat, although he claims to be 86.5 percent human. Alex recovers from his injuries, and when several more of his body parts are replaced with synthetic tissue and bio-engineered organs, he wonders how much of his humanity remains. Six months later, in Baja, New America, Alex completes his mission to kill Rosaria. Afterward, his colleague and former lover, a cyborg named Jared, arrives. He tells her he is quitting the police force, and blames her for destroying his humanity by recruiting him years earlier. A year later, in New Rio De Janeiro, Brazil, Alex is kidnapped and returned to the LAPD for reenlistment. His former boss, Commissioner Sam Farnsworth, orders him to retrieve a stolen disc containing security plans for an upcoming American-Japanese summit that was taken by Jared. When Alex objects, Farnsworth reveals that during his surgery, he was implanted with a bomb that will be detonated if he does not comply. Alex is told that Jared plans to sell the disc to the Red Army Hammerheads, and that she is hiding on the island of Java. His presence is immediately detected by Jared’s female cyborg conspirator, Julian, and his actions are monitored by Commissioner Farnsworth’s team hiding nearby. Javanese crime boss Angie-Liv holds Alex at gunpoint and demands to know why he is in Shang Loo, but reveals that he knows about Alex’s mission to find Jared. Alex tells Angie-Liv he is a walking bomb, and believes Farnsworth will detonate it once he finds Jared. Angie-Liv wishes him good luck. Later, Julian enters Alex’s hotel room, reveals that the LAPD is watching his every move, and removes the tracker from Alex’s cyborg eye. Julian explains that Jared was killed while stealing the plans, but despite the death of her physical body, her mind and soul remain on a computer chip. Julia gives Alex the chip and tells him he can talk to Jared using a computer. She instructs him to take “Jared” to the top of a volcano to meet with the Red Army Hammerheads. After Julian implants a scrambler into Alex’s arm to jam Farnsworth’s remote detonator, LAPD gunmen close in, and Julian fights them off as Alex escapes. Julian is shot to death, and her cyborg body destroyed. Later, Alex inserts Jared’s data into a computer and speaks with her. Jared explains that she is not working against the LAPD, but against Commissioner Farnsworth, who was “replaced” by a cyborg duplicate a month earlier. The cyborgs plan to start a war and replace all humans with duplicates, but Jared refuses to join them, believing that what her own kind is doing is wrong. Alex engages in a gunfight with Farnsworth’s team before making a second escape. Jared believes the Hammerheads can destroy the cyborgs, but is uncertain who the group’s leader is. She professes her love for Alex, but he chastises her for not having human feelings. During his gunfight with the LAPD cyborgs, Alex is rescued by a Hammerhead scout named Max Impact, who has been secretly following Alex since his arrival in Shang Loo. Max leads Alex through the jungle as Farnsworth pursues. After knocking him unconscious, Max takes Alex to see Angie-Liv, the secret Hammerhead leader, and he asks Alex to join him in fighting the cyborgs. However, Max protests because Alex killed her sister, Rosaria. Farnsworth tracks them down, kills Angie-Liv, and reclaims the disc, but Alex steals it back as Max fights off Farnsworth’s men. Farnsworth is killed in the shootout, but his cyborg skeleton remains. Alex and Max travel to the volcano to meet another rebel leader, Yoshiro Han. As they escape in Yoshiro’s aircraft, Farnsworth’s cyborg skeleton jumps on board. Alex is severely injured, but pushes the cyborg from the aircraft. Later, in the Marshall Islands, Jared tells a heavily bandaged Alex that once the stolen data is downloaded, her mind and soul will be permanently erased, and tells him that before he was duplicated by a new cyborg, Commissioner Farnsworth left a letter for him. Jared says goodbye forever. Six months later, Alex arrives at LAPD headquarters and kills the cyborg duplicates. Later, he finds Farnsworth’s letter asking Alex to lead the rebellion against the cyborgs. Afterward, Alex and Max Impact talk about going to New York City to continue their fight. +
